Artificial Intelligence, the hottest buzzword of our time, has been driven almost entirely by the private sector. Meanwhile, public institutions around the world are still crawling toward adoption.
That’s why what just happened in Pakistan is worth paying attention to.

The Federal Board of Revenue (FBR), the country’s apex tax collection agency, has done something no other public body here has dared to do: it launched a generative AI-powered chatbot, branded as “FBR AI Assistant,” to help taxpayers find answers—instantly, around the clock.

This isn’t just another back-office automation tool. For the first time, citizens are face-to-face with an AI system created by a Pakistani government institution. That’s bold. Risky, even. And that’s exactly what makes it interesting.
Why It Stands Out
First of its kind1: No other federal or provincial agency has put AI in direct contact with the public even at a smaller scale than this.
A break from tradition: FBR is typically seen as rigid and slow. This move signals intent to change.
Accessible AI: Instead of treating AI as a tool for internal analytics, FBR is betting on real-time, front-line taxpayer facilitation.
The Flip Side
Digital divide: Let’s face it—many citizens aren’t educated enough to comfortably use a chatbot. What’s simple for a tech-savvy filer can be intimidating for the average taxpayer.
Hallucinations: AI has a bad habit of making things up. A single wrong answer on tax law can snowball into serious consequences for the user.
Skepticism: Pakistanis already mistrust government systems. One sloppy answer from the bot, and that skepticism hardens into outright rejection.
The risk is there, so is the oppurtunity.
Why This Matters Beyond FBR
If the experiment works, it could set the stage for broader adoption of AI in public services—from healthcare queries to pension facilitation. If it fails, it will only reinforce the narrative that governments shouldn’t be trusted with innovation.
